Latest News 5 August 2015, Carbon Pulse, Australia’s electricity emissions rise at quickest pace in a decade. Carbon emissions from Australia’s electricity generation sector over the past two months rose at the quickest pace since 2004, as coal replaced renewables and natural gas in the mix, a report said Wednesday. Annual carbon emissions from the National Electricity Market, which accounts for around a third of Australia’s total GHG emissions, increased 1.2% the past two months, according to Cedex, a monthly emissions update from consultants Pitt & Sherry. Coal’s share of emissions rose to 76.3% in the 12 months to July 2015, the report said, compared to 72.7% in the year to June 2014, after which the government dismantled the carbon price. The increase came as electricity demand continued to rise at a modest pace, while gas, wind and hydro generation all slowed, paving the way for more coal consumption. The decline in gas gathered pace as more of the lower-emitting fuel was being exported, according to the report. Meanwhile, the energy-intensive process of liquefying gas for export added to domestic coal use. “There is an element of irony in the fact that production of LNG, much of which will be used to generate lower emission electricity in the destination countries, is using large quantities of coal fired electricity in Australia,” said Hugh Saddler, principal consultant at Pitt & Sherry. “In doing so, it is already on track to increase Australia’s emissions by between 1.5 and 2.0 million tonnes CO2‐e per annum, a figure which is certain to get much bigger in the next two or so years.” Read More here 5 August 2015, The Conversation, Adani court case leaves the climate change question unanswered. The Federal Court has overturned the federal environmental approval of Adani’s A$16.5 billion coalmine project in central Queensland. The court ordered the approval of the Carmichael mine licence in the Galilee Basin to be set aside, meaning that Adani will have to re-apply for the coal licence and the federal environment minister Greg Hunt will have to re-approve the application. Sue Higginson, principal solicitor of the Environment Defenders Office NSW, said that the decision of the Federal Court was “based on a failure by the minister to have regard to the conservation advices for two federally listed vulnerable species” – the yakka skink and the ornamental snake. The lawsuit also alleged a failure “to consider global greenhouse emissions from the burning of the coal”. The court found that failure of the minister to take account of two endangered species specifically listed in the EPBC Act – the yakka skink and the ornamental snake – was sufficient for it to be overruled. In reviewing the endangered species the minister was not presented with the correct conservation documents which meant that any conditions that were included in the approval may have been insufficient to satisfy the requirements of the EPBC Act. One of the specific aims of the EPBC Act is to ensure that endangered species are properly protected and the endangered species list is specifically identified as a matter of national environmental significance. However, one of the other considerations raised by the Mackay conservation group – the greenhouse gas emissions released from burning extracted coal overseas – was left unresolved by the court. The EPBC Act specifically requires the principles of ecological sustainable development to be taken into account when assessing matters of national environmental significance. Whether this includes consideration of the climate change implications for the Great Barrier Reef National Park that may flow from the increase in greenhouse gas emissions from such a coal project was not resolved. Renewed bid for oil-rich polar region comes as US president Obama plans climate change warning at Arctic summit: Russia has submitted a claim to the UN for 1.2 million square kilometres – an area larger than France and Germany – of Arctic territory. Citing studies of the extent of the continental shelf, Moscow is seeking to extend its sovereignty over much of the North Pole. A similar bid in 2001 was rejected, but the foreign ministry says it has fresh data. It conflicts with a claim filed by Denmark in December 2014, which is still under consideration. Canada is also expected to make a pitch in the coming months, although that could be held up by federal elections in October. Robert Huebert, a Canadian expert on the Arctic and international relations, told RTCC other countries were likely to welcome Russia “playing by the rules” – in contrast to its military incursion into the Ukraine. It comes ahead of a key summit of Arctic powers, at which US president Barack Obama is set to highlight the threat posed by climate change. Pentagon officials have warned that the US military is ill-equipped to deal with emergencies in the harsh polar conditions as global warming opens it up to oil exploration and shipping. The area claimed by Russia is estimated to cover 594 oil fields and 159 gas fields, the Barents Observer reported, as well as nickel and gold deposits. Read More here 4 August 2015, The Guardian, G20 countries pay over $1,000 per citizen in fossil fuel subsidies, says IMF. World’s leading economies still paying trillions in subsidies despite pledges to phase them out, new figures show. Subsidies for fossil fuels amount to $1,000 (£640) a year for every citizen living in the G20 group of the world’s leading economies, despite the group’s pledge in 2009 to phase out support for coal, oil and gas. New figures from the International Monetary Fund (IMF) show that the US, which hosted the G20 summit in 2009, gives $700bn a year in fossil fuel subsidies, equivalent to $2,180 for every American. President Barack Obama backed the phase out but has since overseen a steep rise in federal fossil fuel subsidies. Australia hosted the most recent G20 summit, where prime minister Tony Abbott was forced to reaffirm the commitment to the phase out, but it still gives $1,260 per head in fossil fuel subsidies. The UK, which is cutting renewable energy subsidies, permits $41bn a year in fossil fuel subsidies, which is $635 per person. In contrast, Mexico, India and Indonesia, where per capita subsidies average $250, have begun cutting fossil fuel support. The vast fossil fuel subsidies estimated by the IMF for 2015 include payments, tax breaks and cut-price fuel. But the largest part is the costs left unpaid by polluters and picked up by governments, including the heavy impacts of local air pollution and the floods, droughts and storms being driven by climate change. The IMF, which published a global estimate – $5.3tn a year – of fossil fuel subsidies in May, calculates that ending fossil fuel subsidies would slash global carbon emissions by 20%, a huge step towards taming global warming. The UN will assess evidence of mysterious emissions of prohibited ozone-damaging chemicals, officials have said. A study published in scientific journal Nature on Wednesday found higher than expected levels of CFC-11 in the air, a human-made chemical known to deplete the ozone layer. It pointed to new sources coming from East Asia. CFCs, which were once found in aerosols, refrigerants, solvents and other products, were banned in 1996 under the Montreal Protocol. Aside from their ozone impact, they are potent global warming agents. The scientific assessment panel of the Montreal Protocol (SAP), which monitors the state of the ozone layer, is set to examine the findings and report to national representatives by the end of the year. “We know it is coming from East Asia,” said Paul Newman of Nasa and co-chair of the SAP. But Newman warned against leaping to the conclusion there had been illegal production. The emissions could be a byproduct of an industrial process or leaked from transit or waste sites. Li Shuo, a campaigner with Greenpeace China, told Climate Home News it would be hard to produce CFC-11 illegally. “You do need a proper factory with sizable upfront investment for its production. It is not a business you can shut down overnight, hide, and pop up tomorrow.” He added: “There were only a handful of installations in China, concentrated in the wealthier eastern side of the country which tends to have a better compliance record. These installations were regularly inspected.” Read more here 16 May 2018, COSMOS, If it’s not one thing, it’s another: the challenge of compound weather events. The deadly Russian wildfires of 2010, the Brisbane floods of 2011 and the inundation of New York by Hurricane Sandy in 2012 were all “perfect storms”, devastating combinations of weather and climate conditions that no-one saw coming. “Compound events” such as these – where drought amplifies a heatwave, or one storm comes hard on the heels of another – could have been foreseen, according to one group of climate scientists, who argue that most analysis of the hazards of climate change underestimates the real risks. In a paper published in the journal Nature Climate Change, the group – made up of Swiss, Dutch, American and Australian researchers – make the case that “most major weather and climate-related catastrophes are caused by compound effects”, and call for turning climate risk projections upside down. After disastrous events such as fires and floods, says Michael Leonard of the University of Adelaide in South Australia, one of the authors of the paper, people sometimes want to think they were unavoidable: “You’ll often hear phrases like ‘We didn’t see it coming’,” he says, “when, actually, maybe we could have seen it coming. I guess there’s a public need for people to excuse themselves a bit, but from a professional point of view planners and modellers can do better.” Read more here 14 May 2018, Renew Economy, Australia emissions rise for 3rd year in row, despite fall in electricity. The federal government’s latest tally of Australia’s carbon emissions reveals yet another increase in the nation’s contribution to climate changing greenhouse gases, even without the contributions of Victoria’s now-closed Hazelwood coal plant. The quarterly report, produced by the Department of Environment and Energy, shows a 0.8 increase in national emissions levels in the December 2017 – March 2018 quarter, up from the previous quarter. Annual emissions for the year to December 2017, meanwhile, were estimated to be 533.7 Mt CO2-e – a 1.5 per cent increase when compared with the previous year. This should not be surprising. The current government’s numerous critics point out that the country has no emissions reduction mechanisms to reach its modest target of a 26-28 per cent cut in emissions from 2005 levels by 2030. The only sector that does have a mechanism – the electricity sector with the renewable energy target that the Coalition government tried to kill – is the only sector that has shown a reduction, a 3.1 per cent fall over the year due mainly to the closure of Hazelwood, and lower demand, possibly due to more efficient appliances and more rooftop solar. The report, despite being emblazoned with the names of the government department and the Australian government itself, is prefaced with the following surprising disclaimer: “The views and opinions expressed in this publication are those of the authors and do not necessarily reflect those of the Australian Government or the Minister for the Environment and Energy”. The main culprit behind the biggest single increase in emissions – the more than 10 per cent jump in fugitive emissions from the energy sector – has been linked to the Turnbull government’s great energy transition hope: gas. When the improper disposal of wastewater from the construction site of a joint shopping center and apartment complex threatened to contaminate hundreds of residents’ water in Sonsonate, El Salvador, activists and community leaders filed a lawsuit through the country’s specialized environmental justice system. In response, Lina Pohl, El Salvador’s minister of environment and natural resources, went to inspect the water. When she found signs of contamination, she ordered the suspension of construction. Using legal tools to report an alleged violation of the law might not seem groundbreaking. But in El Salvador, justice in environmental disputes has long swung in favor of rich developers with political connections rather than activists and citizens. So, in 2014 the Central American nation established three regional environmental tribunals to even the playing field in environmental disputes. “Historically, institutions in El Salvador have operated with lots of corruption. This is a system that breaks with that tradition of corruption,” says Salvador Recinos, specialist in ecological policy for the Salvadoran Ecological Unit (UNES), a nongovernmental organization based in San Salvador. “With this court system, there is clearly a better chance of people in El Salvador having access to justice in these types of environmental cases.” Justice systems around the world face obstacles to settling environmental cases quickly and fairly, whether from corruption, drawn-out trials or judges who lack understanding of environmental issues. Specialized environmental courts have emerged as an important defense against human-caused destruction of the environment. In 2009 there were only 350 of these specialized court systems in the world. Today there are at least 1,200 in 44 countries. For the third year in a row, global carbon dioxide emissions from fossil fuels and industry have barely grown, while the global economy has continued to grow strongly. This level of decoupling of carbon emissions from global economic growth is unprecedented.Global CO₂ emissions from the combustion of fossil fuels and industry (including cement production) were 36.3 billion tonnes in 2015, the same as in 2014, and are projected to rise by only 0.2% in 2016 to reach 36.4 billion tonnes. This is a remarkable departure from emissions growth rates of 2.3% for the previous decade, and more than 3% during the 2000’s. German energy in 2016 In common with many other rich nations, Germany’senergy use is in decline, even as its economy grows. (There have been ups and downs: the first half of 2016 saw energy use increase by nearly 2% year-on-year). Germany used 320 million tonnes of oil equivalent (Mtoe) in 2015, the same amount as in 1975. UK energy use has fallen even further, and is now at 1960s levels. (To clarify, this is referring to all energy used by the countries, not just electricity.) Oil overtook coal as Germany’s number one fuel in the early 1970s and today accounts for more than a third of the total. Coal use roughly halved between 1965 and 2000. Yet it has remained relatively flat since then and still supplies more energy than all low-carbon sources combined. To Read More and download report The 2006 UK government commissioned Stern Commission Review on the Economics of Climate Change is still the best complete appraisal of global climate change economics. The review broke new ground on climate change assessment in a number of ways. It made headlines by concluding that avoiding global climate change catastrophe was almost beyond our grasp. It also found that the costs of ignoring global climate change could be as great as the Great Depression and the two World Wars combined. The review was (still is) in fact a very good assessment of global climate change, which inferred in 2006 that the situation was a global emergency. Read More here The Garnaut Climate Change Review was commissioned by the Commonwealth, state and territory governments in 2007 to conduct an independent study of the impacts of climate change on the Australian economy. Prof. Garnaut presented The Garnaut Climate Change Review: Final Report to the Australian Prime Minister, Premiers and Chief Ministers in September 2008 in which he examined how Australia was likely to be affected by climate change, and suggested policy responses. In November 2010, he was commissioned by the Australian Government to provide an update to the 2008 Review. In particular, he was asked to examine whether significant changes had occurred that would affect the analysis and recommendations from 2008. The final report was presented May 2011. This is one carbon budget that Australia has already blown. Economist and climate change advisor Professor Ross Garnaut has delivered a withering critique of Australia’s economic policies and investment patterns, saying the cost of misguided over-investment in the recent mining boom would likely outweigh the cost of climate action over the next few decades. Read More here Live generation of electricity by fuel type Fossil Fuel Subsidies – The Age of entitlement continues November 2014 – The Fossil Fuel Bailout: G20 subsidies for oil, gas and coal exploration report: Governments across the G20 countries are estimated to be spending $88 billion every year subsidising exploration for fossil fuels. Their exploration subsidies marry bad economics with potentially disastrous consequences for climate change. In effect, governments are propping up the development of oil, gas and coal reserves that cannot be exploited if the world is to avoid dangerous climate change. This report documents, for the first time, the scale and structure of fossil fuel exploration subsidies in the G20 countries. The evidence points to a publicly financed bailout for carbon-intensive companies, and support for uneconomic investments that could drive the planet far beyond the internationally agreed target of limiting global temperature increases to no more than 2ºC. It finds that, by providing subsidies for fossil fuel exploration, the G20 countries are creating a ‘triple-lose’ scenario. They are directing large volumes of finance into high-carbon assets that cannot be exploited without catastrophic climate effects. They are diverting investment from economic low-carbon alternatives such as solar, wind and hydro-power. And they are undermining the prospects for an ambitious climate deal in 2015. The report said that the United States and Australia paid the highest level of national subsidies for exploration in the form of direct spending or tax breaks. Overall, G20 country spending on national subsidies was $23 billion. In Australia, this includes exploration funding for Geoscience Australia and tax deductions for mining and petroleum exploration. The report also classifies the Federal Government’s fuel rebate program for resources companies as a subsidy. 24 June 2014, Renew Economy, Age of entitlement has not ended for fossil fuels: A new report from The Australia Institute exposes the massive scale of state government assistance, totalling $17.6 billion over a six-year period, not including significant Federal government support and subsidies. Queensland taxpayers are providing the greatest assistance by far with a total of $9.5 billion, followed by Western Australia at $6.2 billion. The table shows almost $18 billion dollars has been spent over the past 6 years by state governments, supporting some of Australia’s biggest, most profitable industries, which are sending most of the profits offshore. That’s $18 billion dollars that could have gone to vital public services such as hospitals, schools and emergency services. State governments are usually associated with the provision of essential services like health and education so it will shock taxpayers to learn of the massive scale of government handouts to the minerals and fossil fuel industries. This report shows that Australian taxpayers have been misled about the costs and benefits of this industry, which we can now see are grossly disproportionate. Each state provides millions of dollars’ worth of assistance to the mining industry every year, with the big mining states of Queensland and Western Australia routinely spending over one billion dollars in assistance annually. The Canadian tar sands is among the most carbon-intensive, highest-cost sources of oil in the world. Even prior to the precipitous drop in global oil prices late last year, three major projects were cancelled in the sector with companies unable to chart a profitable path forward. Since the collapse in global oil prices, the sector has been under pressure to make further cuts, leading to substantial budget cuts, job losses, and a much more bearish outlook on expansion projections in the coming years. Access Lock the Gate fact sheets here 2014: Parliament of Victoria Research Paper: Unconventional Gas: Coal Seam Gas, Shale Gas and Tight Gas: This Research Paper provides an introduction and overview of issues relevant to the development of unconventional gas – coal seam, shale and tight gas – in the Australian and specifically Victorian context. At present, the Victorian unconventional gas industry is at a very early stage. It is not yet known whether there is any coal seam gas or shale gas in Victoria and, if there is, whether it would be economically viable to extract it. A moratorium on fracking has been in place in Victoria since August 2012 while more information is gathered on potential environmental risks posed by the industry. The parts of Victoria with the highest potential for unconventional gas are the Gippsland and Otway basins. Notably, tight gas has been located near Seaspray in Gippsland but is not yet being produced. There is a high level of community concern in regard to the potential impact an unconventional gas industry could have on agriculture in the Gippsland and Otway regions. Read More here 28 January 2015, ABC News, Coal seam gas exploration: Victoria’s fracking ban to remain as Parliament probes regulations: A ban on coal seam gas (CSG) exploration will stay in place in Victoria until a parliamentary inquiry hands down its findings, the State Government has promised. There is a moratorium on the controversial mining technique, known as fracking, until the middle of 2015. The Napthine government conducted a review into CSG, headed by former Howard government minister Peter Reith, which recommended regulations around fracking be relaxed. Labor was critical of the review, claiming it failed to consult with farmers, environmental scientists and local communities. The public hearings have not yet started, however the Terms of Reference have been released. The state government’s promised Inquiry into Unconventional Gas has now been formally announced, with broad terms of reference (TOR). FoE’s response to the TOR is available here. The Upper House Environment and Planning Committee will manage the Inquiry. You can find the Inquiry website here. The final TOR will be determined by the committee. Significantly, it is a cross party committee. The Chair is a Liberal (David Davis), and there is one National (Melinda Bath), one Green (Samantha Dunn), three from the ALP (Gayle Tierney, Harriet Shing, Shaun Leane), an additional MP from the Liberals (Richard Dalla-Riva), and one MP from the Shooters Party (Daniel Young). Work started by the previous government, into water tables and the community consultation process run by the Primary Agency, will be released as part of the inquiry.The moratorium on unconventional gas exploration will stay in place until the inquiry delivers its findings. The interim report is due in September and the final report by December. There is the possibility that the committee will amend this timeline if they are overwhelmed with submissions or information. Parliament will then need to consider the recommendations of the committee and make a final decision about how to proceed. This is likely to happen when parliament resumes after the summer break, in early 2016. However, for Australia the exposure is high, time is needed for transition and the new industry opportunities are significant: 1. Energy Infrastructure: Australia spends $5-10bn pa on electricity / grid sector, much of it a regulated asset base that all ratepayers fund much of it stranded. Direct employment: The ABS shows a fall of ~20k from the 2012 peak of 70K from coal mining across Australia, and cuts are ongoing. Indirect employment material. 3. Terms of trade: BZE estimates the collapse in the pricing of iron ore, coal and LNG cuts A$100bn pa from Australia’s export revenues by 2030, a halving relative to government budget estimates of 2013/14. Coal was 25% of NSW’s total A$ value of exports in 2013/14 (38% of Qld). Australia will be #1 globally in LNG by 2018. 4. The financial sector: is leveraged to mining and associated rail port infrastructure. WICET 80% financed by banks, mostly Australian. Adani’s Abbot Point Port is foreign owned, but A$1.2bn of Australian sourced debt. Insurance firms and infrastructure funds are leveraged to fossil fuels vs little RE infrastructure assets. BBY! 5.
