Latest News 11 June 2015, Energy Post, Canada will find US shale oil revolution hard act to follow:The new edition of the BP Statistical Review of World Energy, just released, reports that the US recorded the largest increase in oil production in the world, surpassing Saudi Arabia, thanks to its shale revolution. Can Canada follow the US example now that huge new shale oil deposits have been identified in the country’s remote Northwest Territories? Andrew Topf of Oilprice.com reports that the oil may well be there, but the external conditions are very different from those in the famous Bakken Formation in the US. There are many hurdles to overcome before the Northwest Territories become another Bakken. Read More here 9 June 2015, Renew Economy, How South Australia coped without any baseload power: South Australia’s electricity system was put the test over the long weekend when the state’s only baseload power contributor, the brown coal Northern power station near Augusta, suddenly tripped and stopped providing power. The incident was caused by a fire that caused several injuries, including one serious injury to a worker still in hospital. This is not the first time that South Australia has been without baseload coal power, of course. Northern was mothballed for nearly a year because of the declining economics of the coal generator. The difference with this event is that it came unannounced. While declines and increases in the output of wind and solar are quite predictable, sudden outages in baseload fossil fuels are not, which is why the energy system needs a large amount of redundancy to support large centralised generation. In many parts of the world, and particularly in developed countries, populations are getting older. Of the baby boomers (born between 1945 and 1965), the oldest are now well into their sixties, and in their lifetimes fertility rates have fallen while life expectancies have climbed… Population ageing will put significant pressure on the fiscal policies of governments around the world. Healthcare and pension systems are expected to bear the brunt, while ageing populations will shrink the labour force, putting downward pressure on economic productivity. But what if there’s an upside for the environment? My recent research has found that, in rich countries at least, ageing populations might help to drive down greenhouse gas emissions. Pumping seawater onto the Antarctic landmass to form ice and stop sea levels rising stands little chance of success, scientists say. Sea level rise is likely to be a problem too big to handle. Geoengineers will not be able to magic away the rising tides, according to new research. In particular, they will not be able to pump water from the sea and store it as ice on the continent of Antarctica. That is because, unless they pump it enormous distances, that will only accelerate the flow of the glaciers and it will all end up back in the sea again, a study in the journal Earth System Dynamics says. Geoengineering is sometimes produced as the high-technology solution to the environmental problems of climate change: if humans don’t change their ways and start reducing greenhouse gas emissions, say the proponents of technofix, human ingenuity will no doubt devise a different answer. But, repeatedly, closer examination has made such solutions ever less plausible. Scientists have dismissed the idea that the melting of the Arctic can be reversed, have only tentatively conceded that technology could dampen the force of a hurricane, and have found that – instead of cooling the Earth – attempts to control climate change could either make things worse or seriously disrupt rainfall patterns. On balance, scientists believe that most of the big geo-engineering ideas won’t work. Deep freeze And now a team from the Potsdam Institute for Climate Impact Research has poured cold water on the idea of pouring cold water onto the ice cap. The idea is a simple one. Are sea levels rising 3mm a year because the world is warming? Then pump the sea high onto the Antarctic landmass where it will freeze and stay frozen for a millennium. But to be sure of that, say the Potsdam team, at least 80% of the water would have to be pumped 700 km inland. That would take more than 7% of the annual global primary energy supply just to balance the current rate of sea level rise.But even in a world recently committed to a warming of less than 2°C, the seas are going to go on rising. Sea levels could rise at least 40cms by the end of the century – or possibly 130cms, with devastating consequences for low-lying coastlines: rich megacities might be able to build defences, but the poorest communities would be swept away. Aside from minor adjustments, BP’s latest Energy Outlook is mostly business-as-usual, writes Fereidoon Sionshansi, president of Menlo Energy Economics and publisher of the newsletter EEnergy Informer.BP seems to have missed out entirely on the agreement reached in Paris in December 2015, as if it did not happen, notes Sionshansi: “The Outlook seems more of a wish list than a forecast.” BP‘s annual Energy Outlook is always worth a read even if you do not agree with BP’s oil-centric outlook. The 2016 edition, which looks out to 2030, is no exception. To its credit, BP is slowly and grudgingly acknowledging that the future may evolve rather differently than the past – e.g., lower global demand growth rates, changes in the mix of fuels that supply the demand, growth of renewables especially in the power generation sector – yet it seems reluctant or unable to abandon the status quo, the history with which it is familiar and comfortable. Call it organizational inertia, or bias, common among all oil majors. Few would fundamentally disagree that at $30 a barrel, oil is too cheap – certainly compared to highs of 100+ in 2014. But given the supply glut and fierce competition among many producers it is less clear how soon the rebalancing will take place, to what extent prices will rebound and for how long. ExxonMobil not only appears to have ignored its own scientists when they warned about the dangers of greenhouse gas emissions in the 1980s, the company even took advantage of its inside knowledge by leasing large tracts for Arctic oil exploration, writes famous author and activist Bill McKibben in a revealing essay. What is worse, says McKibben, is that even today Exxon continues to spend billions finding and producing ever more fossil fuels. Read More here 3 March 2016, Washington Post, Supreme Court backs EPA this time, refuses to block controls on toxic mercury. A month after it hobbled the Obama administration’s signature regulation on climate change, the Supreme Court declined Thursday to block a different air-pollution rule that seeks to cut toxic emissions from the nation’s power plants. Chief Justice John G. Roberts Jr. rejected a request to stay the Mercury and Air Toxic Standards rule, adopted by the Environmental Protection Agency three years ago to tighten restrictions on a class of harmful pollutants that are byproducts of burning coal. Roberts’s unilateral ruling means the regulation remains in effect while a legal battle continues over whether the EPA properly weighed costs and benefits in drafting the controversial regulation. More than 20 states have joined a lawsuit opposing the MATS rule, arguing that the pollution controls mandated by the regulation are too expensive relative to the health benefits. [Supreme Court freezes Obama plan to limit carbon emissions] Obama administration officials praised the court’s decision, which gives the White House a much-needed legal victory following last month’s surprise setback to the EPA’s Clean Power Plan. The Supreme Court on Feb. 9 imposed a temporary freeze on that regulation, which also seeks to impose restrictions on coal-burning power plants with the goal of reducing emissions of greenhouse gases blamed for climate change. EPA spokeswoman Melissa Harrison said the agency was “very pleased” with Roberts’s decision to let the MATS restrictions remain in effect. “These practical and achievable standards cut harmful pollution from power plants, saving thousands of lives each year and preventing heart and asthma attacks,” she said. The EPA is expected to complete by late April a new cost accounting that seeks to address the high court’s concerns. The agency contends that the societal benefits from reducing mercury in the environment far outweigh the costs of pollution control equipment that electric utilities will be required to buy. The states that joined the lawsuit over the regulation had argued for a stay on the grounds that the EPA’s rule is “unlawful and beyond EPA’s statutory authority,” according to a motion filed last month. Read More here 6 June 2019, The Conversation, Whichever way you spin it, Australia’s greenhouse emissions have been climbing since 2015. Let me explain how to see through the spin on Australia’s rising greenhouse emissions figures. With the release today of Australia’s emissions data for the December 2018 quarter, federal energy and emissions reduction minister Angus Taylor has been more forthcoming than usual about the rising trend in Australia’s emissions. There’s one small issue, though. Despite Taylor’s comments in which he sought to explain away Australia’s 0.7% year-on-year rise in emissions as a product of increased gas investment, actual emissions in the December quarter were in fact down relative to the September 2018 quarter. This is due mainly to the fact that people use much more energy for heating in the July-September period than they do during the milder spring weather of October-December. Taylor, meanwhile, was discussing the “adjusted” data, which reveals an 0.8% increase between the two quarters. This might all sound like minor quibbling. But knowing the difference between quarterly and annual figures, and raw and adjusted data – and knowing what’s ultimately the most important metric – is crucial to understanding Australia’s emissions. And it might come in handy next time you’re listening to a politician discussing our progress (or lack thereof) towards tackling climate change. Read more here 29 May 2019, Washington Post, Extreme weather has made half of America look like Tornado Alley. Climate change may be confounding the jet stream and making trouble for everyone. Tornadoes have been popping up every day in the U.S. as if coming off an assembly line. They’re part of an explosion of extreme weather events, including record flooding, record cold and record heat. Wednesday brought more of the same, with tornado watches in the Midwest and Atlantic seaboard and 37 million Americans facing an “enhanced” risk of severe weather, according to the National Weather Service. All of which raises the question: Is this climate change, or just an unusually bad year? For years, scientists have warned that climate change caused by human activity — primarily the burning of fossil fuels and the spike in atmospheric greenhouse gases — would make extreme weather events more likely. But tornadoes have never fit neatly into the climate change narrative. They’re eccentric and quirky. Until this year, the U.S. was in something of a tornado drought. Twisters seem to follow a boom-and-bust cycle. There weren’t many tornadoes in 2018. So far this century, two years — 2008 and 2011 — jump off the charts, each with more than 2,000 reported tornadoes. This year, there have been nearly 1,000. The immediate driver of the violent weather is the jet stream, the powerful winds at high altitudes that sweep west to east across North America. The jet stream since May 14 has created conditions ripe for twisters. Seven deaths have been reported so far in the tornado assault of May. That’s a low death toll compared to some tornado seasons, but the steady, percussive nature of the storms — the daily pounding — has been anomalous. Read more here 29 May 2019, Climate Home News, Deadly Japan heatwave ‘essentially impossible’ without global warming. Study finds one of the clearest climate change signals to date in July 2018’s record high temperatures, in a result that surprised scientists. Japan’s heatwave in July 2018 could not have happened without climate change. That is the unequivocal conclusion of a report released last week, as the country battles yet another record-breaking heatwave. The July 2018 heatwave, which killed 1,032 people, saw temperatures reach 41.1C, the highest temperature ever recorded in the country. Torrential rains also triggered landslides and the worst flooding in decades. Penned by the Meteorological Society of Japan, the study is the first to establish that some aspects of the international heatwave could not have occurred in the absence of global warming. Scientists reached this conclusion by employing a technique known as event attribution (EA). The relatively new method, lead author Yukkiko Imada told Climate Home News, sought to pin down the causality of climate change in the heatwave by simulating 18 climate scenarios with and without the current 1C global warming above pre-industrial levels. They found a one in five chance of the heatwave occurring in the current climate, but almost no chance of in a climate unchanged by human activity. Scientists from Victoria’s Monash University claim to have made a breakthrough that will bring the inexpensive industrial production of green hydrogen from Australia’s abundant renewable energy generation resources much closer to reality. The research, which has been described as “critically important” to Australia’s shift to renewables, identifies a variation on water splitting technology, or water electrolysis, that would give it “unparalleled stability,” without blowing out costs. As we have reported on RenewEconomy, renewable or “green hydrogen” is increasingly being seen as a vital ingredient to Australia’s shift to low-carbon energy generation – not to mention low-carbon transport. But the technology, so far, remains economically and logistically out of reach. For the third year in a row, global carbon dioxide emissions from fossil fuels and industry have barely grown, while the global economy has continued to grow strongly. This level of decoupling of carbon emissions from global economic growth is unprecedented.Global CO₂ emissions from the combustion of fossil fuels and industry (including cement production) were 36.3 billion tonnes in 2015, the same as in 2014, and are projected to rise by only 0.2% in 2016 to reach 36.4 billion tonnes. This is a remarkable departure from emissions growth rates of 2.3% for the previous decade, and more than 3% during the 2000’s. Now, the coal trade seems to have stalled, or even gone into reverse. This change of fortune has devastated the coal mining industry, with Peabody – the world’s largest private coal-mining company – the latest of 50 US firms to file for bankruptcy. German energy in 2016 In common with many other rich nations, Germany’senergy use is in decline, even as its economy grows. (There have been ups and downs: the first half of 2016 saw energy use increase by nearly 2% year-on-year). Germany used 320 million tonnes of oil equivalent (Mtoe) in 2015, the same amount as in 1975. UK energy use has fallen even further, and is now at 1960s levels. (To clarify, this is referring to all energy used by the countries, not just electricity.) Oil overtook coal as Germany’s number one fuel in the early 1970s and today accounts for more than a third of the total. Coal use roughly halved between 1965 and 2000. Yet it has remained relatively flat since then and still supplies more energy than all low-carbon sources combined. To Read More and download report The 2006 UK government commissioned Stern Commission Review on the Economics of Climate Change is still the best complete appraisal of global climate change economics. The review broke new ground on climate change assessment in a number of ways. It made headlines by concluding that avoiding global climate change catastrophe was almost beyond our grasp. It also found that the costs of ignoring global climate change could be as great as the Great Depression and the two World Wars combined. The review was (still is) in fact a very good assessment of global climate change, which inferred in 2006 that the situation was a global emergency. Read More here The Garnaut Climate Change Review was commissioned by the Commonwealth, state and territory governments in 2007 to conduct an independent study of the impacts of climate change on the Australian economy. Prof. Garnaut presented The Garnaut Climate Change Review: Final Report to the Australian Prime Minister, Premiers and Chief Ministers in September 2008 in which he examined how Australia was likely to be affected by climate change, and suggested policy responses. In November 2010, he was commissioned by the Australian Government to provide an update to the 2008 Review. In particular, he was asked to examine whether significant changes had occurred that would affect the analysis and recommendations from 2008. The final report was presented May 2011. This is one carbon budget that Australia has already blown. Economist and climate change advisor Professor Ross Garnaut has delivered a withering critique of Australia’s economic policies and investment patterns, saying the cost of misguided over-investment in the recent mining boom would likely outweigh the cost of climate action over the next few decades. Read More here Live generation of electricity by fuel type Fossil Fuel Subsidies – The Age of entitlement continues November 2014 – The Fossil Fuel Bailout: G20 subsidies for oil, gas and coal exploration report: Governments across the G20 countries are estimated to be spending $88 billion every year subsidising exploration for fossil fuels. Their exploration subsidies marry bad economics with potentially disastrous consequences for climate change. In effect, governments are propping up the development of oil, gas and coal reserves that cannot be exploited if the world is to avoid dangerous climate change. This report documents, for the first time, the scale and structure of fossil fuel exploration subsidies in the G20 countries. The evidence points to a publicly financed bailout for carbon-intensive companies, and support for uneconomic investments that could drive the planet far beyond the internationally agreed target of limiting global temperature increases to no more than 2ºC. It finds that, by providing subsidies for fossil fuel exploration, the G20 countries are creating a ‘triple-lose’ scenario. They are directing large volumes of finance into high-carbon assets that cannot be exploited without catastrophic climate effects. They are diverting investment from economic low-carbon alternatives such as solar, wind and hydro-power. And they are undermining the prospects for an ambitious climate deal in 2015. The report said that the United States and Australia paid the highest level of national subsidies for exploration in the form of direct spending or tax breaks. Overall, G20 country spending on national subsidies was $23 billion. In Australia, this includes exploration funding for Geoscience Australia and tax deductions for mining and petroleum exploration. The report also classifies the Federal Government’s fuel rebate program for resources companies as a subsidy. 24 June 2014, Renew Economy, Age of entitlement has not ended for fossil fuels: A new report from The Australia Institute exposes the massive scale of state government assistance, totalling $17.6 billion over a six-year period, not including significant Federal government support and subsidies. Queensland taxpayers are providing the greatest assistance by far with a total of $9.5 billion, followed by Western Australia at $6.2 billion. The table shows almost $18 billion dollars has been spent over the past 6 years by state governments, supporting some of Australia’s biggest, most profitable industries, which are sending most of the profits offshore. That’s $18 billion dollars that could have gone to vital public services such as hospitals, schools and emergency services. State governments are usually associated with the provision of essential services like health and education so it will shock taxpayers to learn of the massive scale of government handouts to the minerals and fossil fuel industries. This report shows that Australian taxpayers have been misled about the costs and benefits of this industry, which we can now see are grossly disproportionate. Each state provides millions of dollars’ worth of assistance to the mining industry every year, with the big mining states of Queensland and Western Australia routinely spending over one billion dollars in assistance annually. It’s real and it’s relentless. Over the past five years, it has killed a coal-fired power plant every 10 days. It has quietly transformed the U.S. electric grid and the global climate debate. The industry and its supporters use “war on coal” as shorthand for a ferocious assault by a hostile White House, but the real war on coal is not primarily an Obama war, or even a Washington war. The Canadian tar sands is among the most carbon-intensive, highest-cost sources of oil in the world. Even prior to the precipitous drop in global oil prices late last year, three major projects were cancelled in the sector with companies unable to chart a profitable path forward. Since the collapse in global oil prices, the sector has been under pressure to make further cuts, leading to substantial budget cuts, job losses, and a much more bearish outlook on expansion projections in the coming years. Access Lock the Gate fact sheets here 2014: Parliament of Victoria Research Paper: Unconventional Gas: Coal Seam Gas, Shale Gas and Tight Gas: This Research Paper provides an introduction and overview of issues relevant to the development of unconventional gas – coal seam, shale and tight gas – in the Australian and specifically Victorian context. At present, the Victorian unconventional gas industry is at a very early stage. It is not yet known whether there is any coal seam gas or shale gas in Victoria and, if there is, whether it would be economically viable to extract it. A moratorium on fracking has been in place in Victoria since August 2012 while more information is gathered on potential environmental risks posed by the industry. The parts of Victoria with the highest potential for unconventional gas are the Gippsland and Otway basins. Notably, tight gas has been located near Seaspray in Gippsland but is not yet being produced. There is a high level of community concern in regard to the potential impact an unconventional gas industry could have on agriculture in the Gippsland and Otway regions. Industry proponents, however, assert that conventional gas resources are declining and Victoria’s unconventional gas resources need to be ascertained and developed. Read More here 28 January 2015, ABC News, Coal seam gas exploration: Victoria’s fracking ban to remain as Parliament probes regulations: A ban on coal seam gas (CSG) exploration will stay in place in Victoria until a parliamentary inquiry hands down its findings, the State Government has promised. There is a moratorium on the controversial mining technique, known as fracking, until the middle of 2015. The Napthine government conducted a review into CSG, headed by former Howard government minister Peter Reith, which recommended regulations around fracking be relaxed. Labor was critical of the review, claiming it failed to consult with farmers, environmental scientists and local communities. The public hearings have not yet started, however the Terms of Reference have been released. The state government’s promised Inquiry into Unconventional Gas has now been formally announced, with broad terms of reference (TOR). FoE’s response to the TOR is available here. The Upper House Environment and Planning Committee will manage the Inquiry. You can find the Inquiry website here. The final TOR will be determined by the committee. Significantly, it is a cross party committee. The Chair is a Liberal (David Davis), and there is one National (Melinda Bath), one Green (Samantha Dunn), three from the ALP (Gayle Tierney, Harriet Shing, Shaun Leane), an additional MP from the Liberals (Richard Dalla-Riva), and one MP from the Shooters Party (Daniel Young). Work started by the previous government, into water tables and the community consultation process run by the Primary Agency, will be released as part of the inquiry.The moratorium on unconventional gas exploration will stay in place until the inquiry delivers its findings. The interim report is due in September and the final report by December. There is the possibility that the committee will amend this timeline if they are overwhelmed with submissions or information. Parliament will then need to consider the recommendations of the committee and make a final decision about how to proceed. This is likely to happen when parliament resumes after the summer break, in early 2016. However, for Australia the exposure is high, time is needed for transition and the new industry opportunities are significant: 1. Energy Infrastructure: Australia spends $5-10bn pa on electricity / grid sector, much of it a regulated asset base that all ratepayers fund much of it stranded. Coal was 25% of NSW’s total A$ value of exports in 2013/14 (38% of Qld). Australia will be #1 globally in LNG by 2018. 4. The financial sector: is leveraged to mining and associated rail port infrastructure. WICET 80% financed by banks, mostly Australian. Adani’s Abbot Point Port is foreign owned, but A$1.2bn of Australian sourced debt. Insurance firms and infrastructure funds are leveraged to fossil fuels vs little RE infrastructure assets. BBY! 5. Rehabilitation: $18bn of unfunded coal mining rehabilitation across Australia. 6. Economic growth: curtailed as Australia fails to develop low carbon industries.
