Latest News 4 August 2015, The Guardian, G20 countries pay over $1,000 per citizen in fossil fuel subsidies, says IMF. World’s leading economies still paying trillions in subsidies despite pledges to phase them out, new figures show. Subsidies for fossil fuels amount to $1,000 (£640) a year for every citizen living in the G20 group of the world’s leading economies, despite the group’s pledge in 2009 to phase out support for coal, oil and gas. New figures from the International Monetary Fund (IMF) show that the US, which hosted the G20 summit in 2009, gives $700bn a year in fossil fuel subsidies, equivalent to $2,180 for every American. President Barack Obama backed the phase out but has since overseen a steep rise in federal fossil fuel subsidies. Australia hosted the most recent G20 summit, where prime minister Tony Abbott was forced to reaffirm the commitment to the phase out, but it still gives $1,260 per head in fossil fuel subsidies. The UK, which is cutting renewable energy subsidies, permits $41bn a year in fossil fuel subsidies, which is $635 per person. In contrast, Mexico, India and Indonesia, where per capita subsidies average $250, have begun cutting fossil fuel support. The vast fossil fuel subsidies estimated by the IMF for 2015 include payments, tax breaks and cut-price fuel. But the largest part is the costs left unpaid by polluters and picked up by governments, including the heavy impacts of local air pollution and the floods, droughts and storms being driven by climate change. The [new] figures reveal the true extent to which individual countries are subsidising pollution from fossil fuels – Lord Nicholas Stern. The IMF, which published a global estimate – $5.3tn a year – of fossil fuel subsidies in May, calculates that ending fossil fuel subsidies would slash global carbon emissions by 20%, a huge step towards taming global warming. Read More here 31 July 2015, Renew Economy, Investors have lost their shirts on Peabody; now taxpayers are in the line of fire: The U.S. coal sector is in financial distress, a fact that’s been apparent for some time now and is made more evident with this week’s second-quarter earnings report from Peabody Energy. Peabody continues to tank for the main reasons many other major coal producers continue to tank: It made too many top-of-the-cycle, multibillion-dollar debt-funded acquisitions and its executives have continued to pretend that they can’t see the oversupply in a seaborne coal market that is in structural decline. Meanwhile, Alpha Natural Resources has been delisted from the New York Stock Exchange, Arch Coal is fighting to stay in play, and Walter Energy filed for bankruptcy this month. (It) will mean a massive bill, perhaps A$60 billion or more, that will have to be carried by the consumers of Australia. – Prime Minister Tony Abbott, speaking to reporters about Labor’s plan to source half the nation’s power from renewable energy sources by 2030, July 27, 2015. Abbott’s quote, a response to the new Labor policy to set a goal of 50% renewable energy by 2030, appears to be drawing on reported comments by Paul Hyslop, chief executive of ACIL Allen – the company used by the government’s Warburton review into the existing Renewable Energy Target (RET). The prime minister’s office sourced the A$60 billion figure to an article in The Australian last week that quoted Hyslop saying of Labor’s 50% renewables pledge that: If this were met by wind power it would require 10,000 to 11,000 additional turbines… with capital costs for the turbines alone of $65 billion. Hyslop’s ACIL Allen colleague, Owen Kelp, told Sky News this week that the A$60 billion was a “fairly simplistic, back-of-the-envelope calculation”. When asked by The Conversation for a copy of any calculations to see how the A$65 billion capital costs figure was reached, Hyslop said the internal analysis was not publicly available, but explained that: To get to the 50%, you need about another 80,000 gigawatt-hours… To build that with renewables, the current cheapest technology would be wind. We estimate between 10,000 and 11,000 additional wind turbines with a bottom end estimate of around $65 billion in capital costs… Would it have an impact on consumers? It really depends on the trade-off on the cost of funding the subsidy versus the downward pressure on electricity prices. We don’t know exactly what that would look like. Read More here 30 July 2015, The Guardian, World Bank rejects energy industry notion that coal can cure poverty, World Bank’s climate change envoy: ‘We need to wean ourselves off coal’. Bank has stopped funding new coal projects except in ‘rare circumstances’: The World Bank said coal was no cure for global poverty on Wednesday, rejecting a main industry argument for building new fossil fuel projects in developing countries. In a rebuff to coal, oil and gas companies, Rachel Kyte, the World Bank climate change envoy, said continued use of coal was exacting a heavy cost on some of the world’s poorest countries, in local health impacts as well as climate change, which is imposing even graver consequences on the developing world. “In general globally we need to wean ourselves off coal,” Kyte told an event in Washington hosted by the New Republic and the Center for American Progress. “There is a huge social cost to coal and a huge social cost to fossil fuels … if you want to be able to breathe clean air.” Coal, oil and gas companies have pushed back against efforts to fight climate change by arguing fossil fuels are a cure to “energy poverty”, which is holding back developing countries. Peabody Energy, the world’s biggest privately held coal company, went so far as to claim that coal would have prevented the spread of the Ebola virus. However, Kyte said that when it came to lifting countries out of poverty, coal was part of the problem – and not part of a broader solution. Read More here 29 July 2016, Climate News Network, UK’s nuclear ‘white elephant’ stumbles. Celebrations by the nuclear industry planned for today have been cancelled following the shock decision by Britain to put the world’s largest electricity project on hold. The British government astonished the nuclear industry late last night by refusing to go ahead with plans to build the world’s largest nuclear plant until it has reviewed every aspect of the project. The decision was announced hours after a bruising meeting of the board of the giant French energy company EDF, at which directors decided by 10 votes to seven to go ahead with the building of two 1,600 megawatt reactors at Hinkley Point in Somerset, southwest England. One director, Gerard Magnin, had already resigned in protest before the meeting, saying the project was “very risky”. All six union members, who are worker directors, said they were going to vote against because they believed that any new investment should be directed at making ageing French reactors safer. So certain were EDF that a signing ceremony with the British government would take place today to provide the company with 35 years of subsidies for their electricity that they had hired marquees, invited the world’s press and laid in stocks of champagne to toast the agreement. Myriad voices. But EDF chief executive Vincent de Rivaz, who had pushed for the deal, cancelled a trip to Britain on hearing the government announcement. Britain’s new prime minister, Theresa May, who had never publicly endorsed the project like her predecessor David Cameron, has clearly heeded the myriad voices outside the nuclear industry that say this is a bad deal for British consumers. Read more here 28 July 2016, Renew Economy, Energy minister right on renewables and climate, wrong on gas. The new energy and resources minister Josh Frydenberg has indicated a significant shift in energy policy for the Coalition. He correctly notes that renewables alone are not to blame for recent high electricity prices in South Australia. Unlike the new federal minister for resources, Matthew Canavan, Mr Frydenberg accepts mainstream climate science and the fact that humanities actions are driving global warming. He says that we need a diversified energy mix, that the national Renewable Energy Target (RET) is ‘set in stone’ – which will stabilise the investment environment for renewables, and has ruled out further tax payer subsidies for fossil fuel generation. These moves are all to be welcomed. And while Frydenberg is a long standing supporter of nuclear power, he acknowledges that our country should not move towards domestic use of uranium unless there is ‘bipartisan support’. It is difficult to imagine the majority of Australians would ever support a domestic nuclear reactor. However, Frydenberg is profoundly out of step with the community in calling for an end to the current moratoriums on unconventional gas. In Victoria, 73 regional communities have declared themselves ‘gasfield free’. While these declarations have no legal standing, they indicate deep seated opposition to fracking and drilling by communities. Most of the declared areas are in Coalition held seats and advocacy by the federal minister for state governments to lift the ban will damage the Coalition’s credibility in its core consistency. Further, with a well managed national electricity grid and diversity of renewable sources plus enhanced use of storage technologies (including existing hydro dams) gas is not needed as back up for wind and solar. The argument that gas is a bridging and back-up fuel is out dated. We now have 21st century renewable technology which can meet our electricity needs. Read More here 20 July 2016, The Guardian, Why is the World Bank backing coal power in Europe’s youngest country? In the early days of December 2015, as the Paris climate talks veered off course and off schedule, the US secretary of state John Kerry left his team of negotiators and flew to Kosovo to voice his support for a proposed US-built, World Bank-sponsored coal power station. Speaking alongside the prime minister, Isa Mustafa, Kerry told reporters at Pristina airport that the Kosovo e re (New Kosovo) plant would help the tiny, impoverished country do “its part to contribute to this global effort of nations who are committed to dealing with climate change” by replacing an extremely high-polluting cold war-era power plant. Kerry then returned to Paris and helpedland a deal intended to bring the fossil fuel era to an end. While many countries, including the US, continue to build coal plants at home, the fuel is increasingly a pariah in the world of development finance. Both the USand the World Bank have limited international finance for new coal power to exceptional circumstances – so rare that Kosovo’s is the only coal plant being considered for World Bank support anywhere on Earth. Despite this, Kosovan government officials are confident they will receive final approval from the World Bank when the project goes before its board, likely later this year. The make-up of Australia’s new parliament cut a depressing vista on Monday. There was Pauline Hanson, demanding royal commissions into Islam and climate science, who along with other minor party and independent Senators will most likely hold the balance of power in the Senate, with as many as 7 seats but a minimum of 3. In the government, the Coalition led by Malcolm Turnbull has elevated more conservatives to the front bench. Zed Selseja, a conservative who opposes gay marriage and weekend penalty rates, is minister assisting social services.Hanson gave us a taste of what is to come in an extraordinary debate on ABC’s Q&A, which was punctuated with the sort of ignorance and ideology we often see in the energy sector – see South Australia. Matt Canavan, a conservative who dismisses climate science, is appointed resources minister responsible for the coal industry and building dams in northern Australia. Be under no doubt about Canavan: the only energy that matters to him, he has said often, is cheap energy, dirty or not. Read More here 12 November 2019, The Conversation, Firestorms and flaming tornadoes: how bushfires create their own ferocious weather systems. As the east coast bushfire crisis unfolds, New South Wales Premier Gladys Berejiklian and Rural Fire Service operational officer Brett Taylor have each warned residents bushfires can create their own weather systems. This is not just a figure of speech or a general warning about the unpredictability of intense fires. Bushfires genuinely can create their own weather systems: a phenomenon known variously as firestorms, pyroclouds or, in meteorology-speak, pyrocumulonimbus. The occurrence of firestorms is increasing in Australia; there have been more than 50 in the period 2001-18. During a six-week period earlier this year, 18 confirmed pyrocumulonimbus formed, mainly over the Victorian High Country. Its not clear whether the current bushfires will spawn any firestorms. But with the frequency of extreme fires set to increase due to hotter and drier conditions, it’s worth taking a closer look at how firestorms happen, and what effects they produce. Read more here 11 November 2019, The Conversation, Drought and climate change were the kindling, and now the east coast is ablaze. Last week saw an unprecedented outbreak of large, intense fires stretching from the mid-north coast of New South Wales into central Queensland. The most tragic losses are concentrated in northern NSW, where 970,000 hectares have been burned, three people have died, and at least 150 homes have been destroyed. A catastrophic fire warning for Tuesday has been issued for the Greater Sydney, Greater Hunter, Shoalhaven and Illawarra areas. It is the first time Sydney has received a catastrophic rating since the rating system was developed in 2009. No relief is in sight from this extremely hot, dry and windy weather, and the extraordinary magnitude of these fires is likely to increase in the coming week. Alarmingly, as Australians increasingly seek a sea-change or tree-change, more people are living in the path of these destructive fires. Large fires have happened before in northern NSW and southern Queensland during spring and early summer (for example in 1994, 1997, 2000, 2002, and 2018 in northern NSW). But this latest extraordinary situation raises many questions. Read more here 6 November 2019, The Conversation. Australia could fall apart under climate change. But there’s a way to avoid it. Professor Ross Garnaut: Four years ago in December 2015, every member of the United Nations met in Paris and agreed to hold global temperature increases to 2°C, and as close as possible to 1.5°C. The bad news is that four years on the best that we can hope for is holding global increases to around 1.75°C. We can only do that if the world moves decisively towards zero net emissions by the middle of the century. A failure to act here, accompanied by similar paralysis in other countries, would see our grandchildren living with temperature increases of around 4°C this century, and more beyond. I have spent my life on the positive end of discussion of Australian domestic and international policy questions. But if effective global action on climate change fails, I fear the challenge would be beyond contemporary Australia. I fear that things would fall apart. There is reason to hope. It’s not all bad news. What we know today about the effect of increased concentrations of greenhouse gases broadly confirms the conclusions I drew from available research in previous climate change reviews in 2008 and 2011. I conducted these for, respectively, state and Commonwealth governments, and a federal cross-parliamentary committee. But these reviews greatly overestimated the cost of meeting ambitious reduction targets. 5 November 2019, The Conversation. Scott Morrison wants to outlaw boycott campaigns. But the mining industry doesn’t need protection. On Friday, Prime Minister Scott Morrison vowed to craft new laws targeting social and political protest. Speaking to the Queensland Resources Council, he labelled some activist groups as environmental “anarchists”, and lamented how businesses like banks might be sensitive to consumer or protest group pressure to limit dealings with the mining industry. These laws could ban activists from advocating for certain boycotts against companies. Morrison lambasted progressives, saying they: want to tell you where to live, what job you can have, what you can say and what you can think – and tax you more for the privilege of all of those instructions. Boycott laws already exist. The first thing to note is there is no proposal on the table. Morrison merely warned his government was: working to identify mechanisms that can successfully outlaw these indulgent and selfish practices. The existing law on boycotts has been driven by conservative governments. In the 1970s, the Fraser government sought to crack down on “secondary boycotts”, with stiff provisions in trade practices or competition law. Morrison also specifically invoked “secondary boycotts” in his speech. For the third year in a row, global carbon dioxide emissions from fossil fuels and industry have barely grown, while the global economy has continued to grow strongly. This level of decoupling of carbon emissions from global economic growth is unprecedented.Global CO₂ emissions from the combustion of fossil fuels and industry (including cement production) were 36.3 billion tonnes in 2015, the same as in 2014, and are projected to rise by only 0.2% in 2016 to reach 36.4 billion tonnes. This is a remarkable departure from emissions growth rates of 2.3% for the previous decade, and more than 3% during the 2000’s. German energy in 2016 In common with many other rich nations, Germany’senergy use is in decline, even as its economy grows. (There have been ups and downs: the first half of 2016 saw energy use increase by nearly 2% year-on-year). Germany used 320 million tonnes of oil equivalent (Mtoe) in 2015, the same amount as in 1975. UK energy use has fallen even further, and is now at 1960s levels. (To clarify, this is referring to all energy used by the countries, not just electricity.) Oil overtook coal as Germany’s number one fuel in the early 1970s and today accounts for more than a third of the total. Coal use roughly halved between 1965 and 2000. Yet it has remained relatively flat since then and still supplies more energy than all low-carbon sources combined. To Read More and download report The 2006 UK government commissioned Stern Commission Review on the Economics of Climate Change is still the best complete appraisal of global climate change economics. The review broke new ground on climate change assessment in a number of ways. It made headlines by concluding that avoiding global climate change catastrophe was almost beyond our grasp. It also found that the costs of ignoring global climate change could be as great as the Great Depression and the two World Wars combined. The review was (still is) in fact a very good assessment of global climate change, which inferred in 2006 that the situation was a global emergency. Read More here The Garnaut Climate Change Review was commissioned by the Commonwealth, state and territory governments in 2007 to conduct an independent study of the impacts of climate change on the Australian economy. Prof. Garnaut presented The Garnaut Climate Change Review: Final Report to the Australian Prime Minister, Premiers and Chief Ministers in September 2008 in which he examined how Australia was likely to be affected by climate change, and suggested policy responses. In November 2010, he was commissioned by the Australian Government to provide an update to the 2008 Review. In particular, he was asked to examine whether significant changes had occurred that would affect the analysis and recommendations from 2008. The final report was presented May 2011. This is one carbon budget that Australia has already blown. Economist and climate change advisor Professor Ross Garnaut has delivered a withering critique of Australia’s economic policies and investment patterns, saying the cost of misguided over-investment in the recent mining boom would likely outweigh the cost of climate action over the next few decades. Read More here Live generation of electricity by fuel type Fossil Fuel Subsidies – The Age of entitlement continues November 2014 – The Fossil Fuel Bailout: G20 subsidies for oil, gas and coal exploration report: Governments across the G20 countries are estimated to be spending $88 billion every year subsidising exploration for fossil fuels. Their exploration subsidies marry bad economics with potentially disastrous consequences for climate change. In effect, governments are propping up the development of oil, gas and coal reserves that cannot be exploited if the world is to avoid dangerous climate change. This report documents, for the first time, the scale and structure of fossil fuel exploration subsidies in the G20 countries. The evidence points to a publicly financed bailout for carbon-intensive companies, and support for uneconomic investments that could drive the planet far beyond the internationally agreed target of limiting global temperature increases to no more than 2ºC. It finds that, by providing subsidies for fossil fuel exploration, the G20 countries are creating a ‘triple-lose’ scenario. They are directing large volumes of finance into high-carbon assets that cannot be exploited without catastrophic climate effects. They are diverting investment from economic low-carbon alternatives such as solar, wind and hydro-power. And they are undermining the prospects for an ambitious climate deal in 2015. The report said that the United States and Australia paid the highest level of national subsidies for exploration in the form of direct spending or tax breaks. Overall, G20 country spending on national subsidies was $23 billion. In Australia, this includes exploration funding for Geoscience Australia and tax deductions for mining and petroleum exploration. The report also classifies the Federal Government’s fuel rebate program for resources companies as a subsidy. 24 June 2014, Renew Economy, Age of entitlement has not ended for fossil fuels: A new report from The Australia Institute exposes the massive scale of state government assistance, totalling $17.6 billion over a six-year period, not including significant Federal government support and subsidies. Queensland taxpayers are providing the greatest assistance by far with a total of $9.5 billion, followed by Western Australia at $6.2 billion. The table shows almost $18 billion dollars has been spent over the past 6 years by state governments, supporting some of Australia’s biggest, most profitable industries, which are sending most of the profits offshore. That’s $18 billion dollars that could have gone to vital public services such as hospitals, schools and emergency services. State governments are usually associated with the provision of essential services like health and education so it will shock taxpayers to learn of the massive scale of government handouts to the minerals and fossil fuel industries. This report shows that Australian taxpayers have been misled about the costs and benefits of this industry, which we can now see are grossly disproportionate. Each state provides millions of dollars’ worth of assistance to the mining industry every year, with the big mining states of Queensland and Western Australia routinely spending over one billion dollars in assistance annually. Access guide here How coal is staying in the ground in the US Sierra Club Beyond Coal Campaign May 2015, Politico, Michael Grunwald: The war on coal is not just political rhetoric, or a paranoid fantasy concocted by rapacious polluters. It’s real and it’s relentless. Over the past five years, it has killed a coal-fired power plant every 10 days. It has quietly transformed the U.S. electric grid and the global climate debate. Read More here Oil – conventional & unconventional May 2015, Oil change International Report: On the Edge: 1.6 Million Barrels per Day of Proposed Tar Sands Oil on Life Support. The Canadian tar sands is among the most carbon-intensive, highest-cost sources of oil in the world. Even prior to the precipitous drop in global oil prices late last year, three major projects were cancelled in the sector with companies unable to chart a profitable path forward. Since the collapse in global oil prices, the sector has been under pressure to make further cuts, leading to substantial budget cuts, job losses, and a much more bearish outlook on expansion projections in the coming years. Access Lock the Gate fact sheets here 2014: Parliament of Victoria Research Paper: Unconventional Gas: Coal Seam Gas, Shale Gas and Tight Gas: This Research Paper provides an introduction and overview of issues relevant to the development of unconventional gas – coal seam, shale and tight gas – in the Australian and specifically Victorian context. At present, the Victorian unconventional gas industry is at a very early stage. It is not yet known whether there is any coal seam gas or shale gas in Victoria and, if there is, whether it would be economically viable to extract it. A moratorium on fracking has been in place in Victoria since August 2012 while more information is gathered on potential environmental risks posed by the industry. The parts of Victoria with the highest potential for unconventional gas are the Gippsland and Otway basins. Notably, tight gas has been located near Seaspray in Gippsland but is not yet being produced. There is a high level of community concern in regard to the potential impact an unconventional gas industry could have on agriculture in the Gippsland and Otway regions. Industry proponents, however, assert that conventional gas resources are declining and Victoria’s unconventional gas resources need to be ascertained and developed. Read More here 28 January 2015, ABC News, Coal seam gas exploration: Victoria’s fracking ban to remain as Parliament probes regulations: A ban on coal seam gas (CSG) exploration will stay in place in Victoria until a parliamentary inquiry hands down its findings, the State Government has promised. There is a moratorium on the controversial mining technique, known as fracking, until the middle of 2015. The Napthine government conducted a review into CSG, headed by former Howard government minister Peter Reith, which recommended regulations around fracking be relaxed. Labor was critical of the review, claiming it failed to consult with farmers, environmental scientists and local communities. The public hearings have not yet started, however the Terms of Reference have been released. The state government’s promised Inquiry into Unconventional Gas has now been formally announced, with broad terms of reference (TOR). FoE’s response to the TOR is available here. The Upper House Environment and Planning Committee will manage the Inquiry. You can find the Inquiry website here. The final TOR will be determined by the committee. Significantly, it is a cross party committee. The Chair is a Liberal (David Davis), and there is one National (Melinda Bath), one Green (Samantha Dunn), three from the ALP (Gayle Tierney, Harriet Shing, Shaun Leane), an additional MP from the Liberals (Richard Dalla-Riva), and one MP from the Shooters Party (Daniel Young). Work started by the previous government, into water tables and the community consultation process run by the Primary Agency, will be released as part of the inquiry.The moratorium on unconventional gas exploration will stay in place until the inquiry delivers its findings. The interim report is due in September and the final report by December. There is the possibility that the committee will amend this timeline if they are overwhelmed with submissions or information. Parliament will then need to consider the recommendations of the committee and make a final decision about how to proceed. This is likely to happen when parliament resumes after the summer break, in early 2016. These areas are held by companies to undertake exploration activity. A small bond is held by government in case of any damage. If a company wants to progress the project it needs to obtain a mining licence. Exploration Licence applications are marked with an asterix in the Places Index eg. EL4684*. Yellow areas: Mining Licences (MIN). A mining licence is granted with the expectation that mining will occur. A larger bond is paid to government. Green areas: Exploration licences that have been withdrawn or altered due to community concern. Green outline: Existing mines within Mining Licences. However, for Australia the exposure is high, time is needed for transition and the new industry opportunities are significant: 1. Energy Infrastructure: Australia spends $5-10bn pa on electricity / grid sector, much of it a regulated asset base that all ratepayers fund much of it stranded. BNEF estimate of Australia’s renewable energy infrastructure investment for 2015-2020 was cut 30% from A$20bn post RET. Lost opportunities. 2. Direct employment: The ABS shows a fall of ~20k from the 2012 peak of 70K from coal mining across Australia, and cuts are ongoing. Indirect employment material. 3. Terms of trade: BZE estimates the collapse in the pricing of iron ore, coal and LNG cuts A$100bn pa from Australia’s export revenues by 2030, a halving relative to government budget estimates of 2013/14. Coal was 25% of NSW’s total A$ value of exports in 2013/14 (38% of Qld). Australia will be #1 globally in LNG by 2018. 4. The financial sector: is leveraged to mining and associated rail port infrastructure. WICET 80% financed by banks, mostly Australian. Adani’s Abbot Point Port is foreign owned, but A$1.2bn of Australian sourced debt. Insurance firms and infrastructure funds are leveraged to fossil fuels vs little RE infrastructure assets. BBY! 5. Rehabilitation: $18bn of unfunded coal mining rehabilitation across Australia. 6. Economic growth: curtailed as Australia fails to develop low carbon industries.
