Latest News 13 November 2015, DeSmog, Obama Administration Approves Pipeline Expansion Set to Feed First Ever Fracked Gas LNG Export Terminal. The Obama Administration has quietly approved expansion of a major pipeline carrying fracked gas destined for the global export market. The Gulf Trace pipeline, owned by The Williams Companies, is set to feed into Cheniere Energy’s Sabine Pass LNG export terminal in Louisiana. As first reported by Reuters, LNG tankers loaded with super-chilled liquefied natural gas obtained viahydraulic fracturing (“fracking”) will set sail for the first time from Sabine Pass in January 2016. In a statement, Williams said it had received approval for Gulf Trace from the U.S. Federal Energy Regulatory Commission (FERC) and had set a date of the first quarter of 2017 for the project to be in service. The statement said Gulf Trace was part of $5.1 billion worth of transmission projects targeting the eastern U.S. Gulf Trace will feed gas obtained from fracking in Pennsylvania’s Marcellus Shale basin to Sabine Pass. Pipeline company giant Energy Transfer Partners (ETP) recently purchased Williams Companies for $32.6 billion. ETP — whose assets include both hotly-contested proposed Dakota Access LLC pipeline and the Trans-Pecos Pipeline — is run byCEO Kelcy Warren, who served as an advisory committee member and donor to former Republican Party presidential candidate Rick Perry. Perry sits on ETP‘s Board of Directors. Sabine Pass LNG Terminal owner Cheniere Energy, the first company in the fracking era to receive an export permit from the Obama Administration back in 2012, also has a politically connected Board of Directors. Among its members is Obama’s former climate czar, Heather Zichal. FERC has come under fire of late for rubber-stamping nearly every project proposal landing on its desk. Analysts say the world’s 20 leading economies give nearly four times as much in subsidies to fossil fuel production as total global subsidies to renewable energy. The governments of the world’s major industrialised countries, the G20 group, are providing more than US$450 billion a year to support the production of fossil fuels. That is almost four times the entire world’s subsidies to the rapidly growing renewable energy sector, as the International Energy Agency (IEA) estimates total global renewables subsidies in 2013 at $121bn. The G20 group agreed in 2009 to phase out fossil fuel subsidies “in the medium term”, a pledge that was repeated at its 2014 meeting in Brisbane. But the UK’s Overseas Development Institute (ODI) and campaign group Oil Change International (OCI) have now published a detailed analysis of G20 subsidies to oil, gas and coal production. Empty promises Their “Empty Promises” report on G20 subsidies to oil, gas and coal production says researchers found that G20 support to fossil fuel production now totals $452bn. The report singles out the UK for particular criticism, saying it “stands out as the only G7 nation significantly ramping up its support for the fossil fuel industry, with even more tax breaks and industry support handed out to companies operating in the North Sea in 2015”. A similar report by the two groups a year ago said G20 subsidies for fossil fuel exploration alone amounted to an estimated $88bn annually. Read More here 12 November 2015, Australian fossil fuel subsidies put at $5.6bn a year in new report. As Malcolm Turnbull heads to Turkey to attend this weekend’s G20 Summit in Antalya, a new international report has revealed that Australia is still subsidising fossil fuel production to the tune of a massive $A5.6 billion a year. The report, ‘Empty promises: G20 subsidies to oil, gas and coal production’, also highlights how Australian companies have received billions of dollars from other G20 governments to develop liquefied natural gas sites. And it notes that Australia also funds the industry with a further $A292 million ($US262 million) a year in public finance, as it expands fossil fuel production on multiple fronts. The findings come during a week where the Turnbull is coming under increasing pressure – domestically and internationally – to agree to a OECD proposal that would rein in export credit agency financing for new coal plant. Although the Turnbull government is being cagey about its response to the proposal, it has been widely reported that Canberra has joined with South Korea to propose a much-watered down version of the US-Japan deal. Considering the modesty of the OECD proposal – which has been years in the making and needs unanimous support to be adopted – it’s not a good start to global climate negotiations. And it’s not a good look for Australia as it heads to Turkey, and then Paris. But of course, Australia is not the only offender. According to the new report – put together by the UK-based Overseas Development Institute and USA-based Oil Change International – governments from the Group of 20 nations are propping up fossil fuel production with $US452 billion a year. This is almost four times the entire global subsidies for renewable energy ($US121 billion). And it is despite pledges to phase out fossil fuels – and subsidies to the industry – as one of the key measures to prevent catastrophic climate change. Read More here 11 November 2015, Other Words, Who Can Follow This Climate Leader? President Obama rejected the Keystone XL pipeline while backing increased oil, gas, and coal production. Remember that scene in the Wizard of Oz when Dorothy hits a fork in the Yellow Brick Road? As she stands there stumped, a friendly character who will accompany her to the Emerald Palace pipes up. “Pardon me, that way is a very nice way,” the Scarecrow advises as he points in one direction. “It’s pleasant down that way too,” he adds, now pointing in the other. Then the Scarecrow crosses his straw-stuffed arms and unhelpfully declares, “Of course people do go both ways.” President Barack Obama’s climate leadership is as hard to follow as the Scarecrow’s directions. After seven years of waffling, Obama finally rejected the Keystone XL pipeline. If completed, this conduit would have moved more than 800,000 barrels a day of filthy oil mined from the Canadian tar sands through Nebraska and five other states to refineries along the Gulf Coast. Rejecting the $8 billion pipeline early in his first term would have been bold. But Obama dallied. He only stopped it once the thing made no financial sense because of low oil prices and similar infrastructure that rendered the project unnecessary. Making this move now, on the eve of global climate talks in Paris, was merely expedient. He made his choice sound like a bigger deal than it was anyway. “America is now a global leader when it comes to taking serious action to fight climate change,” he asserted. “And frankly, approving this project would have undercut that global leadership.” So, what’s the state of that leadership? On the one hand, the Obama administration has taken steps to reduce the nation’s reliance on oil, gas, and coal. Its Clean Power Plan will step up the ongoing retirement of coal-fired power plants as it cuts carbon pollution. The federal government is also phasing in higher fuel-efficiency standards while throwing some weight behind renewable-energy initiatives. All the while, this White House has also leased a growing amount of federal land to coal-mining companies and encouraged the nation’s spiking oil and natural gas production. Obama’s inherently contradictory “all-of-the-above” energy policy supports the dangerous practice of hydraulic fracturing — commonly known as fracking — that pumps vast amounts of toxic chemicals underground, imperiling drinking water. As Julie Bishop assures UN climate talks in Marrakech that Australia’s private sector increasingly sees it “as their responsibility and their business… to embrace low-emissions technology,” two new new global reports underline just how far behind the climate eight-ball the Turnbull government remains. The first – the latest Climate Change Performance Index, released overnight in Marrakech by Climate Action Network Europe and German NGO, Germanwatch – ranked Australia fifth-last out of a group of 58 countries responsible for more than 90 per cent of global energy-related CO2 emissions. According to a release accompanying the Index, Australia was ranked in the bottom group of the CCPI 2017 – rated “very poor” – alongside Canada and Japan. Other countries ranked below Australia include Kazakhstan, Korea and Saudi Arabia. The CCPI report said Australia has gone backwards in energy efficiency since the last ranking, and continued to lag in ambition of climate policies. The index also noted a gap between the national and state policies in Australia: the former described as “rather unambitious and uninspired,” the latter managing “to some extent to take independent action.” Read More here 15 November 2016, DESMOG, Meet the Fossil Fuel Lobbyists and Climate Science Deniers at the Marrakech COP22 Talks. It’s no secret fossil fuel companies will have to fundamentally change their business models if countries are serious about tackling climate change. With so much skin in the game, it’s no surprise they find ways to try and influence climate policy at the highest level. The international climate talks in Marrakech this week has provided the perfect opportunity for corporate lobbyists and climate science deniers to push their high carbon agendas. Who’s who Prior to the COP22 negotiations currently underway in Marrakech, Corporate Accountability International released a mapshowing how fossil fuel representatives can get access at the highest level. Many of the groups they identify do indeed have a presence in the inner ‘blue zone’ of the talks, where negotiators meet to hammer out the details of global climate policy. (Most non-state actors and companies are officially consigned to the ‘green zone’ in a separate section of the venue). The Oil and Gas Climate Initiative (OGCI) formed by ten of the world’s largest oil companies including Shell, BP, Total, Statoil and Saudi Aramco, has announced it will spend $1 billion over the next ten years “to accelerate the development of innovative low-emission technologies”. According to Stuart Haszeldine, Professor of Carbon Capture and Storage, at the University of Edinburgh, this is “small change compared to the size of the problem. When is $1 billion not a lot of money? Answer one, when you are trying to save the human species from global self-destruction. Answer two, when it is split 10 ways, and then again 10 ways. In an announcement timed to coincide with the entry into force last Friday of the COP21 Paris Climate Agreement, 10 of the world’s largest international oil and gas producers announced a $1billion fund to help protect the earth’s climate. The OGCI (Oil and Gas Climate Initiative) was formed in January 2014, led by the CEO’s of six multinational oil and gas companies (1). Its self-stated ambition was to “catalyse meaningful action and coordination on climate change …. provide a full spectrum on what the sector what the sector is prepared to do, collaboratively, going forward”. The defining moment of the UN Climate Change conference in Paris last December has now passed, the agreed text has been scrutinized, pored over, analysed – and then ratified by the political leaders of more than 190 nations. It is clear that the intended national emissions reductions (INDCs) offered in Paris are voluntary and non-enforceable. It is also clear that even if the INDCs were delivered in full, then the world is on track for 3.7C or greater warming, not 2C or an aspirational 1.5C. And if nothing new happens, the world is already operating the hydrocarbon combustion equipment which can take warming beyond 6C by 2100. This group proudly proclaims that they are responsible for 20% of global oil and gas production, so we should expect something big, commensurate with the size of the problem, right? Wrong. Since Malcom Turnbull replaced Tony “coal is good for humanity” Abbott, the Adani Carmichael Mine, the Galilee Basin and environmental “Lawfare” had been out of the news. But an increase in the coal price and Turnbull’s apparent change of view means the Coal Wars are BACK. It’s time to re-arm yourselves the facts. CLAIM: The Adani mine will create 10,000 jobs. FACTS: Adani’s own economist contradicted this under oath in the Queensland Land Court, saying: “Over the life of the Project it is projected that on average around 1,464 employee years of full time equivalent direct and indirect jobs will be created”. Adani’s economist, Jerome Fahrer from ACIL Allen, found that Adani’s mine and rail operations would employ around 1,800 people directly and create around 1,000 downstream jobs in “other services”. But, in building and operating such a big mine, ACIL found that the project would reduce employment in agriculture, manufacturing and other mining projects by around 1,400 jobs. Legal experts wrote to Prime Minister Scott Morrison warning the use of old carbon credits to meet the country’s 2030 goals would set a ‘dangerous precedent’. Australia’s plan to use Kyoto-era carbon credits to meet its commitments under the Paris Agreement is inconsistent with international law, legal experts have warned. In a letter to Australian Prime Minister Scott Morrison, nine international and climate law professors said Australia’s method would set “a dangerous precedent” for other countries to “exploit loopholes or reserve their right not to comply with the Paris Agreement”. “Our considered view is that the proposed use of these ‘Kyoto credits’ to meet targets under the Paris Agreement is legally baseless at international law,” the letter read. Australia is one of the only countries in the world to have explicitly said it would carry over Kyoto-era carbon credits as a means to meet its 2030 climate target. The credits were initially issued for Australia’s overachievement in meeting its 1997 Kyoto pledge to curb emissions by 2012. Under the 2015 Paris Agreement, Australia has pledged to cut emissions by at least 26% from 2005 levels by 2030. Morrison told the UN in September 2019 that “Australia will meet our Paris commitments”, and called the goals “a credible, fair, responsible and achievable contribution to global climate change action.” But a 2019 UN Environment report listed Australia among a group of 20 nations requiring “further action” to meet its Paris target, along with Brazil, Canada, Japan, South Korea, South Africa and the United States. In this record-breaking bushfire season, notifications from emergency managers have become a familiar feature of Australian life. Terms like “out of control” and “contained” are regularly heard as descriptions of the status of fires, but what do they actually mean? In September 2019, the editor of The Conversation, Misha Ketchell, declared The Conversation’s editorial team in Australia was henceforth taking what he called a “zero-tolerance” approach to climate change deniers and sceptics. Their comments would be blocked and their accounts locked. From the standpoint of conventional media ethics, it was a dramatic, even shocking, decision. It seemed to violate journalism’s principle of impartiality – that all sides of a story should be told so audiences could make up their own minds. But in the era of climate change, this conventional approach is out of date. A more analytical approach is called for. The ABC’s editorial policy on impartiality offers the best analytical approach so far developed in Australia. Australia urgently needs political change. We must push for centrist, reasonable policies while still campaigning hard at the margins… To understand the moment we find ourselves in, I’ll defer to a construct that political scientists use to model how political activism can deliver meaningful policy change: the Overton window. The Overton window of political possibilities holds that for every issue, there are range of policy responses that sit on a spectrum from radical to sensible and back to radical. As a rule, support for these policy options will follow a bell curve: policies seen as sensible will also be the most popular. When a policy is seen as sensible and popular, it will offer a window for political action. In a static world this would hardly be a revelation – indeed it would be a recipe for both incrementalism and stasis. Except there’s a twist: the Overton window moves over time, influenced by public activism, policy advocacy and external events. For the third year in a row, global carbon dioxide emissions from fossil fuels and industry have barely grown, while the global economy has continued to grow strongly. This level of decoupling of carbon emissions from global economic growth is unprecedented.Global CO₂ emissions from the combustion of fossil fuels and industry (including cement production) were 36.3 billion tonnes in 2015, the same as in 2014, and are projected to rise by only 0.2% in 2016 to reach 36.4 billion tonnes. This is a remarkable departure from emissions growth rates of 2.3% for the previous decade, and more than 3% during the 2000’s. German energy in 2016 In common with many other rich nations, Germany’senergy use is in decline, even as its economy grows. (There have been ups and downs: the first half of 2016 saw energy use increase by nearly 2% year-on-year). Germany used 320 million tonnes of oil equivalent (Mtoe) in 2015, the same amount as in 1975. UK energy use has fallen even further, and is now at 1960s levels. (To clarify, this is referring to all energy used by the countries, not just electricity.) Oil overtook coal as Germany’s number one fuel in the early 1970s and today accounts for more than a third of the total. Coal use roughly halved between 1965 and 2000. Yet it has remained relatively flat since then and still supplies more energy than all low-carbon sources combined. To Read More and download report The 2006 UK government commissioned Stern Commission Review on the Economics of Climate Change is still the best complete appraisal of global climate change economics. The review broke new ground on climate change assessment in a number of ways. It made headlines by concluding that avoiding global climate change catastrophe was almost beyond our grasp. It also found that the costs of ignoring global climate change could be as great as the Great Depression and the two World Wars combined. The review was (still is) in fact a very good assessment of global climate change, which inferred in 2006 that the situation was a global emergency. Read More here The Garnaut Climate Change Review was commissioned by the Commonwealth, state and territory governments in 2007 to conduct an independent study of the impacts of climate change on the Australian economy. Prof. Garnaut presented The Garnaut Climate Change Review: Final Report to the Australian Prime Minister, Premiers and Chief Ministers in September 2008 in which he examined how Australia was likely to be affected by climate change, and suggested policy responses. In November 2010, he was commissioned by the Australian Government to provide an update to the 2008 Review. In particular, he was asked to examine whether significant changes had occurred that would affect the analysis and recommendations from 2008. The final report was presented May 2011. This is one carbon budget that Australia has already blown. Economist and climate change advisor Professor Ross Garnaut has delivered a withering critique of Australia’s economic policies and investment patterns, saying the cost of misguided over-investment in the recent mining boom would likely outweigh the cost of climate action over the next few decades. Read More here Live generation of electricity by fuel type Fossil Fuel Subsidies – The Age of entitlement continues November 2014 – The Fossil Fuel Bailout: G20 subsidies for oil, gas and coal exploration report: Governments across the G20 countries are estimated to be spending $88 billion every year subsidising exploration for fossil fuels. Their exploration subsidies marry bad economics with potentially disastrous consequences for climate change. In effect, governments are propping up the development of oil, gas and coal reserves that cannot be exploited if the world is to avoid dangerous climate change. This report documents, for the first time, the scale and structure of fossil fuel exploration subsidies in the G20 countries. The evidence points to a publicly financed bailout for carbon-intensive companies, and support for uneconomic investments that could drive the planet far beyond the internationally agreed target of limiting global temperature increases to no more than 2ºC. It finds that, by providing subsidies for fossil fuel exploration, the G20 countries are creating a ‘triple-lose’ scenario. They are directing large volumes of finance into high-carbon assets that cannot be exploited without catastrophic climate effects. They are diverting investment from economic low-carbon alternatives such as solar, wind and hydro-power. And they are undermining the prospects for an ambitious climate deal in 2015. The report said that the United States and Australia paid the highest level of national subsidies for exploration in the form of direct spending or tax breaks. Overall, G20 country spending on national subsidies was $23 billion. In Australia, this includes exploration funding for Geoscience Australia and tax deductions for mining and petroleum exploration. The report also classifies the Federal Government’s fuel rebate program for resources companies as a subsidy. 24 June 2014, Renew Economy, Age of entitlement has not ended for fossil fuels: A new report from The Australia Institute exposes the massive scale of state government assistance, totalling $17.6 billion over a six-year period, not including significant Federal government support and subsidies. Queensland taxpayers are providing the greatest assistance by far with a total of $9.5 billion, followed by Western Australia at $6.2 billion. The table shows almost $18 billion dollars has been spent over the past 6 years by state governments, supporting some of Australia’s biggest, most profitable industries, which are sending most of the profits offshore. That’s $18 billion dollars that could have gone to vital public services such as hospitals, schools and emergency services. State governments are usually associated with the provision of essential services like health and education so it will shock taxpayers to learn of the massive scale of government handouts to the minerals and fossil fuel industries. This report shows that Australian taxpayers have been misled about the costs and benefits of this industry, which we can now see are grossly disproportionate. Each state provides millions of dollars’ worth of assistance to the mining industry every year, with the big mining states of Queensland and Western Australia routinely spending over one billion dollars in assistance annually. The Canadian tar sands is among the most carbon-intensive, highest-cost sources of oil in the world. Even prior to the precipitous drop in global oil prices late last year, three major projects were cancelled in the sector with companies unable to chart a profitable path forward. Since the collapse in global oil prices, the sector has been under pressure to make further cuts, leading to substantial budget cuts, job losses, and a much more bearish outlook on expansion projections in the coming years. Access Lock the Gate fact sheets here 2014: Parliament of Victoria Research Paper: Unconventional Gas: Coal Seam Gas, Shale Gas and Tight Gas: This Research Paper provides an introduction and overview of issues relevant to the development of unconventional gas – coal seam, shale and tight gas – in the Australian and specifically Victorian context. At present, the Victorian unconventional gas industry is at a very early stage. It is not yet known whether there is any coal seam gas or shale gas in Victoria and, if there is, whether it would be economically viable to extract it. A moratorium on fracking has been in place in Victoria since August 2012 while more information is gathered on potential environmental risks posed by the industry. The parts of Victoria with the highest potential for unconventional gas are the Gippsland and Otway basins. Notably, tight gas has been located near Seaspray in Gippsland but is not yet being produced. There is a high level of community concern in regard to the potential impact an unconventional gas industry could have on agriculture in the Gippsland and Otway regions. Industry proponents, however, assert that conventional gas resources are declining and Victoria’s unconventional gas resources need to be ascertained and developed. Read More here 28 January 2015, ABC News, Coal seam gas exploration: Victoria’s fracking ban to remain as Parliament probes regulations: A ban on coal seam gas (CSG) exploration will stay in place in Victoria until a parliamentary inquiry hands down its findings, the State Government has promised. There is a moratorium on the controversial mining technique, known as fracking, until the middle of 2015. The Napthine government conducted a review into CSG, headed by former Howard government minister Peter Reith, which recommended regulations around fracking be relaxed. Labor was critical of the review, claiming it failed to consult with farmers, environmental scientists and local communities. The public hearings have not yet started, however the Terms of Reference have been released. The state government’s promised Inquiry into Unconventional Gas has now been formally announced, with broad terms of reference (TOR). FoE’s response to the TOR is available here. The Upper House Environment and Planning Committee will manage the Inquiry. You can find the Inquiry website here. The final TOR will be determined by the committee. Significantly, it is a cross party committee. The Chair is a Liberal (David Davis), and there is one National (Melinda Bath), one Green (Samantha Dunn), three from the ALP (Gayle Tierney, Harriet Shing, Shaun Leane), an additional MP from the Liberals (Richard Dalla-Riva), and one MP from the Shooters Party (Daniel Young). Work started by the previous government, into water tables and the community consultation process run by the Primary Agency, will be released as part of the inquiry.The moratorium on unconventional gas exploration will stay in place until the inquiry delivers its findings. The interim report is due in September and the final report by December. There is the possibility that the committee will amend this timeline if they are overwhelmed with submissions or information. Parliament will then need to consider the recommendations of the committee and make a final decision about how to proceed. This is likely to happen when parliament resumes after the summer break, in early 2016. However, for Australia the exposure is high, time is needed for transition and the new industry opportunities are significant: 1. Energy Infrastructure: Australia spends $5-10bn pa on electricity / grid sector, much of it a regulated asset base that all ratepayers fund much of it stranded. BNEF estimate of Australia’s renewable energy infrastructure investment for 2015-2020 was cut 30% from A$20bn post RET. Lost opportunities. 2. Direct employment: The ABS shows a fall of ~20k from the 2012 peak of 70K from coal mining across Australia, and cuts are ongoing. Indirect employment material. 3. Terms of trade: BZE estimates the collapse in the pricing of iron ore, coal and LNG cuts A$100bn pa from Australia’s export revenues by 2030, a halving relative to government budget estimates of 2013/14. Coal was 25% of NSW’s total A$ value of exports in 2013/14 (38% of Qld). Australia will be #1 globally in LNG by 2018. 4. The financial sector: is leveraged to mining and associated rail port infrastructure. WICET 80% financed by banks, mostly Australian. Adani’s Abbot Point Port is foreign owned, but A$1.2bn of Australian sourced debt. Insurance firms and infrastructure funds are leveraged to fossil fuels vs little RE infrastructure assets. BBY! 5. Rehabilitation: $18bn of unfunded coal mining rehabilitation across Australia. 6. Economic growth: curtailed as Australia fails to develop low carbon industries.
