November 2015, Six Foundations for Building Community Resilience – A concept paper by Post Carbon Institute, Communities across the United States are talking more and more about resilience. They’re spurred by recent natural disasters like Hurricanes Katrina and Sandy, weather extremes like the harsh Northeast winter of 2014-15, and long-term drought in the West. Many people think of a community’s resilience as its ability to “bounce back” from disruption, and efforts to build resilience often focus on the impacts of climate change. Climate change is indeed an urgent and existential threat, with untold potential to destroy and disrupt countless lives. But it is not the only crisis we face, nor is preparing for disruption the only way to build resilience.[1] Truly robust community resilience should do more. It should engage and benefit all community members, and consider all the challenges the community faces—from rising sea levels to a lack of living wage jobs. And it should be grounded in resilience science, which tells us how complex systems—like human communities—can adapt and persist through changing circumstances. Six Foundations for Building Community Resilience describes how communities can approach the full scope of the 21st century’s challenges equitably and sustainably. The report draws on some of the most compelling recent thinking about resilience from academia, sustainability advocacy, and grassroots activism, as well as Post Carbon Institute’s prior work.[2] It is intended as an accessible resource for local leaders and activists in the United States, and as a contribution to the larger public conversation about resilience in human communities. 10 November 2015, The Guardian, New insect arrivals signal radical climate change – we can’t say we’ve not been warned. The exotic species colonising the south coast are the experts when it comes to adapting and surviving. We should learn from them. Something stunning happened last week, which has never before occurred in Britain in November: a subtropical butterfly, the long-tailed blue, was seen flying on the south coast of England. Another unprecedented event took place one August evening: a volunteer at the Dungeness bird observatory was strolling home from the pub when he was transported to summer holidays on Mediterranean verandas – he heard the nocturnal whirring of tree crickets. Hundreds of these warmth-loving insects have now been found breeding in Britain for the first time. Exceptional insects are the new normal. The long-tailed blue is a common sight across Africa, south Asia and Australia. Very occasionally – in 1945 and again in 1990 – warm winds push a couple of dozen to Britain. In 2013, however, more than 100 individuals were spotted between Bognor and Dover. This year has seen another 60 mostly British-born specimens emerging spectacularly late in the year for any butterfly, let alone a subtropical creature. We struggle to act on climate change because it involves restraining consumption – of fossil fuel – and we as a species find it hard to practise restraint. We are also struggling because arguments focused on parts per million of CO2 are abstract and remote from real experience. Insects could help us realise just how radically our climate is changing. Forgive an obvious animal cliche, but they are the canary in the coal mine. Along with tree bumblebees, another very visible newcomer in Britain, we might describe them as the first climate refugees to reach our shores. Read More here
5 November 2015, Arena, Making the case for energy-independent suburbs. A new investigation by Brookfield Energy Australia (Brookfield) could pave the way for the new Huntlee residential development in the NSW Hunter Valley to be built off-the-grid and powered by renewable energy. The $1.1 million initial study is receiving $442,000 from the Australian Renewable Energy Agency (ARENA). Huntlee, developed by LWP Property Group, will be the first new town in the Hunter Valley in 50 years and will house 20,000 new residents in 7,500 homes. ARENA CEO Ivor Frischknecht said substantial connection costs and the falling cost of renewable energy made it a good time to explore the option of forgoing grid connection. “If this latest work shows renewables, battery storage and enabling technologies can reliably and cost effectively power new suburbs, it could set a precedent for residential developments and potentially accelerate the uptake of renewables in Australia,” Mr Frischknecht said. “There are a number of regulatory challenges and constraints and technical risks facing microgrids. Brookfield will share key insights about overcoming these barriers with the energy industry.” Brookfield Energy CEO Richie Sheather welcomed today’s announcement. “We are excited to be exploring sustainable alternative solutions for energy and water infrastructure solutions and see an emerging competitive market for large-scale local microgrids leveraging high penetration renewable,” Mr Sheather said. 4 November 2015, Stockholm Resilience Centre, Ecosystem management: Don’t fence me in. Managing ecosystems for predictable outcomes may backfire, new study warns When it comes to ecosystem goods and services, we humans tend to want to know what we are going to get: We want to have clean water every time we turn on the tap, beaches free of algae and bacteria, and robust harvests of crops, fish and fuel year after year. As a result, we try to manage the use of our ecosystems in ways that minimizes their variability. But a study published in the Proceedings of the National Academy of Sciences concludes that managing ecosystems for predictable outcomes is risky. In fact, more often than not, it backfires. Co-author and Centre science director Carl Folke explains: “Command-and-control management of ecosystems might make flows of ecosystem services predictable in the short term, but unpredictable and less resilient in the long term.” The pathology of short-term thinking. At the heart of the problem is the fact that while we can reduce variability in the short frame, variability doesn’t go away, it just goes somewhere else. Take for example our attempts at flood control on rivers. By installing levees, engineers are able to constrain flow and curb the fluctuations in water levels that once led to routine flooding of low-lying areas. These levees work so well that whole communities now exist in what were once floodplains. But, of course, the levees cannot remove all variability from the system. Sometimes a levee breaks or a river reaches levels higher than what the levee was built to withstand. The end result is a flood that is much more destructive than before. Steve Carpenter, lead author and director of the Center for Limnology at the University of Wisconsin-Madison explains: “For many years the river stays in the levee and everything is fine. However, every once in a while, it goes out and everything is worse.” Read More here
